 | International Assistance and Local Participation: While
the government of Uruguay implements medium-term macroeconomic and social
policies to alleviate these needs, action at the grassroots level is also
important. Given the scarcity of resources in Uruguay, the need for
international assistance in support of that action is urgent.

The Board believes that unilateral international
assistance will not be enough. Full participation by Uruguayan beneficiaries
is necessary for the long-term success of any project undertaken by the UAF.
Thus, the UAF actively encourages local Uruguayan authorities and community
leaders to match international assistance with contributions, in cash and in
kind, to help pay for the installation and maintenance of equipment or the
restoration of facilities. Every project submitted to the UAF is carefully
evaluated by the Board of Directors and its advisors, which include
professionals with extensive experience in international development
lending, medicine, and education. In addition, the Board has established a
network of professionals in Uruguay to assess each proposal submitted to the
UAF and to serve as liaison with local school and hospital authorities. |
